Vabariigi Presidendi Alar Karise avaldus

28.08.2023 | 14:10

One of the tasks of the President of the Republic and the members of the Government is to maintain the internal stability of Estonia and the credibility of the state’s domestic and foreign policy.

Imposing economic sanctions on Russia, which is waging a war of conquest in Ukraine, is a common policy of the European Union to contain the aggressor. Estonia has been one of the driving forces behind the sanctions policy.

Many companies pulled themselves out of business with Russia in the year and a half since 24 February 2022 due to moral considerations. They did the right thing not to be associated with the aggressor state and its economy.

But we know that not everyone in Europe has done this. This is also the case in Estonia. In the case of certain companies, this calls into question the credibility of the Estonian state in its communication with our allies.

The business dealings of a family member of Prime Minister Kaja Kallas in Russia have raised many questions in the media and in society, and have put the spotlight on the head of the government and the values Estonia must follow.

Answering questions when they arise is also part of the job of government politicians. And they have to do so in front of the Riigikogu committee, regardless of whether the committee is chaired by a representative of the opposition or the coalition. Especially when difficult and unpleasant issues need to be discussed, as is appropriate and necessary in a normal parliamentary state in order for democracy to work. Choices that sideline the Riigikogu in this situation will set a precedent for the future and shape the reputation of Estonian democracy.

Estonia is a parliamentary state, which requires us all to respect the representative body elected by the people.

The Prime Minister has told the public she has no plans to resign. The next steps of the Prime Minister will show how serious the problem is in her opinion and what she thinks is the right solution for Estonia. Of course, the coalition parties – the Reform Party, Eesti 200, the Social Democrats – also have an important role to play here.

As the President, I must emphasise that Estonia needs a government that is able to function and is supported by internal trust.
