The President of the Republic promulgated four acts

President Arnold Rüütel on 18 December 2002 promulgated the State Fees Act Amendment Act, the Organisation of Research and Development Act Amendment Act, the International Sanctions Act, and the Traffic Act Amendment Act passed by the Riigikogu on December 4.
