The President also proclaimed the ''Roads Act Amendment Act'', the ''Framework Loan Agreement between the Council of Europe Development Bank and the Republic of Estonia Ratification Act'', the ''Act Amending the Tobacco Excise Tax Act and the Legal Acts Related to Its Application'', and the ''Agreement between the Government of the Republic of Estonia and the Government of the Kingdom of Thailand on the Transfer of Offenders and on Co-operation in the Enforcement of Penal Sentences Ratification Act'', passed in the Riigikogu on April 18.
