According to the President of the Republic, political, economic and cultural contacts between Estonia and Japan over the last decade had made rapid headway but, at the same time, there was still ample room for further development. President Rüütel contended that Estonia was interested in cooperation with Japanese firms and expected Japanese tourists to come and discover Estonia.
According to the Japanese Ambassador, Japan admired the fast and steady development of Estonia's economy and society following the principles of free and democratic Europe.
The President of the Republic noted that Estonia after having become a member of the European Union intended to expand the scope of its relations with countries in the Far East and this would help establish closer contacts also between Estonia and Japan. President Rüütel wished Japan success in promoting its relationship with Europe both within the framework of the EU-Japan Action Plan 2000-2010 and in its bilateral partnerships.
