President Alar Karis proclaimed acts concerning the handling of environmental information, the Police and the Border Guard Board, the excise duty on diesel fuel for specific purposes and the 2022 supplementary budget.

The State Supplementary Budget Act 2022 sets forth the activities for strengthening Estonia’s military defence and internal and energy security. The supplementary budget allocates 247.6 million euros for boosting Estonia’s comprehensive security and resilience, 257.3 million euros for increasing energy security and 242.7 million euros for supporting Ukrainian war refugees. The costs, investments and financing transactions of the supplementary budget amount to 878 million euros.

The Act on Amendments to the Alcohol, Tobacco, Fuel and Electricity Excise Duty Act and the Act on Amendments to the Alcohol, Tobacco, Fuel and Electricity Excise Duty Act will lower the excise duty on diesel fuel for specific purposes from 1 June to 31 December this year to the minimum level allowed in the European Union, i.e. 21 euros per 1000 litres.

The Act on Amendments to the Police and Border Guard Act and Other Acts ensures the Police and Border Guard Board additional workforce in the event of a crisis and brings the calculation of police salaries and pension in line with the civil service system.

The Act on Amendments to the General Part of the Environmental Code Act and Other Acts updates the procedure for handling environmental information in state databases. This will repeal the Environmental Register Act. The new procedure is in line with the actual procedure of collecting environmental information and distinguishes the information systems currently designated as the sub-information systems of the Environmental Register as separate databases. The new source for environmental information is the environment portal.
