President Alar Karis has signed three new acts into law affecting three groups of people: Ukrainian refugees employed as health care workers; employees posted to Estonia; and clinical psychologists, speech therapists and physiotherapists.

The Act Amending the State Fees Act will streamline the employment in their fields of Ukrainian refugees who are health care workers, pharmacists and dispensing chemists and release them, for a period of one year, from the obligation to pay the state fee when registering with the Health Board and having their professional qualifications reviewed.

The Act Amending the Working Conditions of Employees Posted to Estonia Act, the Employment Contracts Act and the Unemployment Insurance Act will bring Estonian law into line with the EU’s Posted Worker Directive. This will add a provision outlawing the unfair treatment of employees, provide those working in the field of construction with the opportunity (in certain cases) to also demand payment of wages from a subcontractor of the main employer at the minimum rate of pay and amend the periods of establishment of the rates of unemployment insurance payments.

The Act Amending the Mental Health Act and the Health Services Organisation Act foresees the funding of compulsory treatment from the budget of the Health Insurance Fund, will grant clinical psychologists, speech therapists and physiotherapists the right to operate as independent specialists and will enable these specialists to submit data to the health information system.
