The Estonian head of state laid flowers outside the embassy before writing in the book of condolences: “It is with great sadness that I bow my head in memory of Her Majesty Queen Elizabeth II, a recipient of the Order of the Cross of Terra Mariana. Her wisdom, her poise, her warmth and her genial interest in everyone she encountered made her an inspiration to many. The world has lost a great leader; a symbol of certainty and dedication.
“On behalf of the people of Estonia, and for my own part, I express my deepest sympathy to His Majesty King Charles III, to the entire royal family and to the people of the United Kingdom and the Commonwealth.”
