The development of the act stemmed from the need to bring Estonian laws into line with the relevant European Union regulation.

President Alar Karis signed into law today the Act Amending the Fertilisers Act, the Chemicals Act and the Product Conformity Act, which was designed to harmonise and bring up to date the production and quality requirements of fertilisers marketed in the European Union.
