A bronze copy of the portrait of Konstantin Päts (1936), created by Ferdi Sannamees, and a bronze copy of the portrait of Lennart Meri (2000, plaster) created by Mare Mikoff will be placed in the Rose Garden. The busts were chosen by a council consisting of artists, sculptors, city representatives and family members of both presidents.
In the words of President Rüütel upholding the memory of both presidents will emphasise the principle of legal continuity of the Republic of Estonia and will help to strengthen the sense of dignity of people in their attitude towards the state.
